Laws or Suggestions, Virginia?

This video is a short description of one document we received from the Department of Professional and Occupational Regulation as part of a FOIA request.

This document is part of the public record, and it demonstrates (in our opinion) the states fluid regulation. If only some are afforded the opportunity to avoid regulatory penalty, is it a fair system? If consumers are completely disregarded, is it a fair system? If the only body in place to regulate the industry will avoid that responsibility and assume the right to alter or nullify existing contracts, is it really following the laws and regulations as set forth in Virginia code? Seriously, we don't know so help us out because this doesn't follow logic.
